Regarding bullets, there aren't many, so I guess you're talking about the ordered list. Legal text is written that way and I find it useful for referencing. E.g. someone says "how is CloudFlare bad for democracy". A: "see item 7 in this wiki". It's a shame that the mediawiki's nested ordered list doesn't change to letters, then to roman numerals, etc with each new nesting. Anyway, I don't care if the organization changes. It was a starting point from an existing doc.
Yeah I know it's not really organic. The text was written for another purpose, and just shoe-horned in until myself or someone else wants to refine it.
Having a "Controversy" section is a Wikipedia convention that people have become accustomed to. I kinda liked seeing a disproportionately massive controversey section, but I'm not bothered if someone reorganizes it.
