He is primarily responsible for move to client side decorations in Xfce 4.16.

No. He works for a technology company based in Austria. It is unlikely that you have heard of it. You may have enjoyed software produced that company if you fly regularly. It's not a FOSS company, every piece of code he writes and every decision he makes is on his own time, his employer has nothing to do with his FOSS efforts. That's all voluntary.
